        credit the procurement system.

        • Poor Record keeping by Board Committees hinder timely submission of reports to PPADB.
        • Introducing new factors at evaluation stage results in numerous complaints and delayed procurement.
        • Late payment of suppliers by some PEs result in inflated tender prices as contractors seek to mitigate cash flow prob-
        lems.
        • Preference for less competitive methods of procurement under the guise of urgency by some PEs also continues.
        • Failure by contractors to pay for codes and sub-codes applied for leading to PPADB loss of revenue
        • Access to faster, stable and reliable internet services by Procuring Entities to enable e-bidding services.

The Executive Director services said that the Honorable Thapelo Matsheka during the Budget Speech talked about the ongoing
process to amend the PPAD Act with an objective of improving efficiency of the procurement process. She explained how the
procurement process has become more complicated over the years. The amendment, therefore seeks to close the existing gaps
to ensure that a robust and improved procurement and asset disposal system is in place to meet the aspirations of our nation
and this can result in value for money procurement.
